Kevin Bedford

Kevin Roy is the Chief Public Policy Officer for Shatterproof.  He has led its national advocacy initiatives since 2018 as both federal and state leaders push for solutions to the addiction crisis.  Shatterproof has advanced policy to promote addiction solutions in more than twenty-five states and has worked with Congress to grow the addiction treatment workforce and reduce overdose deaths.  This includes passage of the landmark Medication Access and Training Expansion (MATE) Act which was signed into law in December 2022 and requires addiction training for medical professionals to obtain a DEA license to prescribe controlled substances.

Prior to Shatterproof, Kevin was Executive Vice President for Autism Speaks where he led efforts that more than doubled the federal research budget for autism.  He partnered with leaders in the disability community to pass the Stephen Beck, Jr., Achieving a Better Life Experience Act of 2014 (ABLE Act).  The enactment of the ABLE Act culminated an eight-year campaign to gain approval for tax-free savings accounts to help individuals and families finance disability needs and is considered by some to be the most significant disability legislation since the Americans with Disabilities Act (ADA).

Additionally, he has advised early-stage biotech and technology firms on their public affairs and market strategies through the consulting firm he founded, Chesapeake Bay Ventures.  Prior to that, Kevin worked on Capitol Hill as a senior advisor on federal budget policy.  Kevin began his career as an auditor for Deloitte & Touche in Boston.

Kevin earned his MBA from the Fuqua School of Business at Duke University and a BA from Dickinson College.
