“We’ve seen what can happen when public health lags behind access. We cannot afford to repeat those mistakes.”

The recent decision by the federal government to reschedule medical marijuana products represents a significant moment in the evolving landscape of cannabis policy in the United States. As states continue to evaluate access to marijuana and THC-containing products, it is essential that public health and safety remain at the center of policymaking.

States should ensure they have strong, common-sense safeguards in place to protect young people, including clear restrictions on youth access and robust regulation of THC-containing products. Equally important is the need for consistent, evidence-based clinical standards and treatment pathways for medical use, developed through research and in partnership with healthcare providers and clinicians.

At the same time, there is a growing body of research on the potential risks of marijuana use for adolescent brain development and youth mental health. Public education efforts should reflect this evidence and be as clear and proactive as those used for other substances like tobacco.

“This decision underscores just how quickly the policy landscape around marijuana is changing,” said Pam Jenkins, Chief Executive Officer of Shatterproof. “As states evaluate access to these products, we have a responsibility to ensure that young people are protected, that clinicians have clear guidance, and that the public understands the real risks—especially when it comes to youth mental health. We’ve seen what can happen when public health lags behind access. We cannot afford to repeat those mistakes.”

This is a critical opportunity to align policy, clinical practice, and public education to better protect young people and support informed decision-making. We encourage policymakers to review the evidence and recommendations outlined in the report from the Partnership to End Addiction: “Youth Protection Provisions Within Marijuana Liberalization Laws.”
